All Pokemon, from every generation, is allowed. You will not have a choice what appears, but you of course have a choice on what you catch. Legendaries are banned to every one, no ifs ands or buts.
Shiny are special Pokemon, and will only be given out to certain members. However, every month there is a Promo, where it is possible to obtain a shiny, or rare Pokemon.
There are no routes, trainers have to find their way to the city. There are a few roads, but other than that it's just open plains, a few trees, maybe some lakes and rivers. Perhaps a farm, or a few settlements. It will be up the moderators or Admin to decide what appears. Though, mods, please keep in mind the landscape the trainer has described. Don't make a ghost Pokemon appear in the middle of the day, in a desert.
